2025 MLB Draft Lottery Set, Competitive Balance Rounds Take Shape

The 2025 MLB Draft order is starting to take shape as the Competitive Balance rounds are set. The top teams in revenue and market size will be awarded picks that fall outside of the bottom 10. This year, 15 teams have been assigned Competitive Balance (CB) round picks: eight in Round A and seven in Round B.

The CB rounds are divided into two categories – Round A and Round B. Round A takes place between the first-round compensation picks and the second round, while Round B is held after the second round. The order of picks within each round is determined by the previous year’s standings.

Some notable teams have been assigned specific picks in Round A. These include the Brewers, Tigers, Mariners, Twins, Rays, Reds, Athletics, Marlins, Guardians, Orioles, D-backs, Royals, Cardinals, Pirates, and Rockies.

Free agents who sign with new teams or reject qualifying offers will affect the final draft order. So far, only one free agent has signed with a new team – Luis Severino with the A’s. The remaining unsigned free agents include Juan Soto (Yankees), Pete Alonso (Mets), Willy Adames (Brewers), Alex Bregman (Astros), Corbin Burnes and Anthony Santander (Orioles), Max Fried (Braves), Teoscar Hernández (Dodgers), Sean Manaea (Mets), Nick Pivetta (Red Sox), Christian Walker (D-backs).

The Competitive Balance rounds are the only picks that can be traded, but they cannot be forfeited unless the pick has already been traded.
