Can Europe Help Deter Russia’s Next Move in Ukraine?

President Trump has opened up the possibility of negotiations for a cease-fire in Ukraine, but experts say deterring Russia from re-invading Ukraine will require significant European involvement. The idea of “European boots on the ground” to keep the peace and monitor a cease-fire has gained attention, with some countries considering deploying their troops to Ukraine.

However, experts warn that without clear American involvement, including air cover and intelligence support, European troops would be at risk from Russian probing and attacks. Senior German officials have called the idea premature, citing concerns about NATO membership for Ukraine.

Analysts say a real deterrent force would require around 100,000 well-equipped troops and significant commitments of air defense, intelligence, and weaponry. But given Russia’s stance, it’s unlikely that such a force would be agreed to in any deal.

In the absence of a large-scale deployment, some experts suggest focusing on giving Ukraine sufficient weaponry, resources, and training to convince Russia not to try again. However, this approach requires Ukraine to stop Russia’s slow advance in the east and for Putin to be convinced to end the war with further battlefield losses and economic pressure.

The outcome will depend largely on Mr. Trump’s ability to negotiate a successful cease-fire, which promises to bring an end to the killing. As negotiations unfold, European involvement will play a crucial role in shaping the terms of any agreement.
