US President Donald Trump’s plan for a “Gaza Riviera” faces significant opposition from Arab nations, who fear it will lead to ethnic cleansing and displacement of Palestinians. The proposal, which includes renewable energy, airports, and beachfront hotels, is based on a 49-page document by economics professor Joseph Pelzman.
Despite some governments in the Middle East condemning the idea, experts say it’s unlikely that Arab states can stop Trump’s plans through traditional leverage, such as intelligence cooperation or access to the Suez Canal. Instead, they believe reality and unity of opposition are key factors holding back the plan.
Major logistical issues, including Hamas’ ongoing presence in Gaza, make the proposal unfeasible. Additionally, King Abdullah II of Jordan and Egyptian President Abdel Fattah el-Sissi have expressed concerns over forcing Palestinians into their countries, threatening national security.
In response to Trump’s comments, Arab nations are forming a united front to oppose the plan and push for a two-state solution. An emergency meeting of the Arab League is set for February 27 in Cairo, which may result in a draft proposal for Gaza’s reconstruction.
The new plan is likely to include elements from older proposals, such as a technocratic administration for Gaza and no evacuations. Estimated costs are over $30 billion, and Egypt is expected to arrange a donor conference. However, the outcome remains uncertain due to unknowns surrounding Israeli government decisions and Arab states’ willingness to put their money where their mouth is.
The emboldening of Israel’s right-wing by Trump’s comments further complicates the situation, raising concerns that the proposal could lead to the ethnic cleansing of Palestinian territories.
