The United States has sent a document to its European allies seeking their input on what they would need from Washington in order to participate in Ukraine security arrangements. The six-point document, seen by Reuters, asks which countries could contribute troops, how large the force should be, and what resources are required.
European governments have made clear that they can only provide security guarantees with U.S. backing. A question in the document asks what short-term and long-term resources the US would need to support their participation.
Some European leaders will meet on Monday for an emergency Ukraine summit. The document also inquires about potential third-country involvement, sanctions against Russia, and how the US should prepare for a potential Russian attack.
The move comes after U.S. President Donald Trump declared peace talks with Russia without consulting his allies or Ukrainian President Volodymyr Zelensky.
