The UN Security Council has unanimously adopted a resolution condemning the ongoing offensive by M23 rebels in eastern Democratic Republic of the Congo (DRC). The 15-member council demanded that the Rwandan Defence Forces stop supporting the armed group and immediately withdraw from Congolese territory.
The resolution also calls for an immediate ceasefire, urging all parties to return to diplomatic talks to resolve the protracted conflict. France submitted the resolution, with its ambassador Nicolas de Rivière stating that “there is no military solution” to the conflict. The council strongly condemned attacks on civilians and infrastructure, as well as human rights abuses, and demanded access for humanitarian aid to affected areas.
The crisis in North and South Kivu provinces has worsened since January, with M23 fighters capturing key cities and displacing thousands of people. The resolution reaffirmed support for the UN mission in the DRC and warned that attacks on peacekeepers may be war crimes.
