Syria’s rebel coalition, led by Abu Mohammad al-Jolani of the militant group Hayat Tahrir Al-Sham (HTS), aims to overthrow authoritarian President Bashar al-Assad and establish a new governance model based on institutions. In an exclusive interview with CNN, Jolani outlined his vision for Syria’s future, which includes creating a state with a council chosen by the people.
Jolani emphasized that the regime is “dead” and that its demise was facilitated by external actors like Iran and Russia. He expressed confidence in his group’s ability to manage rebel-held areas and assured civilians of their safety under HTS’ rule.
Despite criticism from human rights groups, Jolani claimed that HTS has taken steps to address concerns about treatment of minorities and dissidents. However, the group remains designated as a Foreign Terrorist Organization by several countries, including the US and Turkey.
Jolani’s vision for Syria is one of institutional governance, where decisions are made through dialogue and not arbitrary rule. He expressed hope that foreign forces would leave the country once Assad’s regime falls, allowing Syria to build its own governing system.
The rebel coalition’s military advances have been swift, taking control of cities such as Aleppo and Hama. Jolani acknowledged the importance of international cooperation but stressed the need for Syrian institutions to take center stage in rebuilding the country.
