Hamas is open to a long-term truce with Israel in Gaza, but refuses to disarm. According to an official, the Palestinian Islamist militant group hopes to build support among mediators for its offer, which includes ending the war, rebuilding Gaza, releasing Palestinians jailed by Israel, and freeing all hostages.
The proposal calls for a 5-7 year truce in exchange for the aforementioned conditions. However, Hamas has ruled out laying down its arms, citing the “weapon of resistance” as non-negotiable as long as Israel’s occupation exists.
This stance is consistent with Hamas’ founding charter, which calls for Israel’s destruction. Despite this, the group has signaled in the past that it might agree to a long-term truce if Israeli occupation ends.
Israel’s Deputy Foreign Minister Sharren Haskel downplayed chances of a breakthrough unless Israel’s core demands are met, including laying down its arms and demilitarizing Gaza.
