EU Tech Sovereignty Proposals Seek Stronger Digital Infrastructure and Cybersecurity Measures

Mainstream European Parliament groups have proposed amendments to a report on technology sovereignty, seeking to boost the bloc’s independence and security in the digital age. The report, presented by French far-right lawmaker Sarah Knafo in February, aimed to increase technological sovereignty through six recommendations.

However, the centre-right European People’s Party, the centre-left S&D, liberal Renew, and the Greens have tabled compromise amendments that go beyond Knafo’s original proposals. These 21 key elements include measures to:

– Develop a coordinated EU strategy for post-quantum cryptography
– Increase investment in digital infrastructure to support data centres
– Enhance cybersecurity protection across critical infrastructure sectors
– Reduce reliance on non-European technology providers

The proposed amendments call for the Commission to identify critical dependencies in digital infrastructure and assess storage services, identity systems, payment platforms, communication networks, software protocols, and standards. To promote European technological sovereignty, the measures include simplifying regulatory frameworks and encouraging private investment in high-potential companies.

The report is currently awaiting a committee decision before it will be voted on in plenary after the summer. The amendments are seen as an attempt to counter Knafo’s ESN group, which faces opposition from mainstream groups.
