Texas Ditches Mandatory Vehicle Inspections Starting 2025

Texas will no longer require mandatory vehicle inspections starting January 1, 2025. The change comes after House Bill 3297 was signed into law in 2023, eliminating the annual inspection requirement for noncommercial vehicles.

The decision to eliminate the inspections is expected to save Texans $7-18 per year, depending on whether they need emissions testing. Supporters of the change argue that it will make vehicle maintenance more convenient, particularly in rural areas where access to inspection stations might be limited.

However, drivers should note that not all counties require mandatory emissions testing. Counties surrounding major Texas cities like Austin, Dallas-Fort Worth, El Paso, and Houston are subject to mandatory emissions tests, including San Antonio which will join the list in 2026.

The cost of safety emissions tests varies depending on the county and type of vehicle, but typically ranges from $11.50 to $25.50. Drivers with diesel-powered vehicles or motorcycles may be exempt from emissions testing, but must still undergo annual safety inspections. A one-time inspection program replacement fee of $7.50 will be added to the total registration cost for noncommercial vehicles, while new vehicles purchased in Texas must pay an initial fee of $16.75 to cover two years.
