NATO has issued a strong condemnation of Russia’s malicious cyber activities, calling them a threat to Allied security. The statement acknowledges that several NATO Allies, including Estonia, France, and the United States, have attributed recent cyber attacks targeting Ukraine and other countries to Russia’s military intelligence service.
The alliance is urging Russia to stop its destabilizing cyber and hybrid activities, which it says demonstrate the country’s disregard for international norms in cyberspace. NATO reaffirms its commitment to a free, open, peaceful, and secure cyberspace and calls on all states, including Russia, to uphold their obligations under UN frameworks.
NATO is investing in its defenses against cyber threats, including the establishment of the NATO Integrated Cyber Defence Centre. The alliance remains united in its determination to counter Russian malicious cyber activities and will employ a range of capabilities to deter, defend against, and counter cyber threats.
The condemnation comes amid Russia’s ongoing war of aggression against Ukraine, which has seen widespread use of cyber attacks as a tool of warfare. NATO says it will continue to provide support to Ukraine through the Tallinn Mechanism and IT capability coalition, despite Russia’s actions.
