US President-elect Donald Trump was told by OpenAI CEO Sam Altman that his administration would achieve human-level AI during its term in office, framing this as part of an existential AI race between the US and China. The Biden administration’s export controls on China, the $500 billion “Stargate” data centre project, and Trump’s recent action plan to accelerate AI development are all indicative of this rivalry.
However, Chinese policymakers seem more focused on AI’s widespread application rather than developing human-level intelligence. China lacks an official term for AGI (artificial general intelligence) and has been slow to build the physical infrastructure needed for its development. Instead, President Xi Jinping has emphasized applying AI to practical purposes in industries such as industrial robotics and manufacturing.
One possible explanation for China’s approach is that US export controls have hindered their ability to obtain vast amounts of computing power needed for future AI models. Alternatively, Chinese officials may be prioritizing more tangible goals or concealing their interest in AGI due to concerns about US policy responses.
Despite the differences in approach, the competition remains intense, with both nations facing a profound risk of “technological surprise” if one gains an unexpected technological advantage. This could escalate tensions and lead to conflict.
As AI breakthroughs continue to accelerate, policymakers around the world are struggling to keep up and prepare for the geopolitical ramifications. It is essential that they develop strategies now to mitigate these risks, as the coming years will be far more dangerous than many investors and policymakers realize.
