China Extends Rare Earth Quota Controls to Imported Minerals

China has strengthened its regulations on rare earth production, now requiring companies to report data on imported minerals coming from abroad for refining. The new guidelines, issued by the Ministry of Industry and Information Technology (MIIT), apply to both domestic and foreign-sourced materials.

As part of the country’s Rare Earth Management Regulations, which took effect in October, producers must submit monthly reports on rare earth product flows through a newly established information system. This change is expected to increase scrutiny on global supply, potentially putting pressure on markets.

The MIIT has emphasized that rare earths are crucial strategic mineral resources, necessitating updates to the industry’s rules. The new guidelines aim to improve quota management and make the tracking of rare earth products more transparent.
