The issue centers around two high-profile events: a federal raid on a Lake Street restaurant and a shooting last year. The city told the group that phone records they requested didn’t exist, but some experts disagree on what types of texts are considered “substantial.”
State law says all official transactions should be kept by the government, but it’s unclear what constitutes an official transaction or what’s transitory. This ambiguity makes it difficult to determine whether deleted records should have been preserved.
