Former Fed Governor Kugler Violated Trading Rules, Disclosures Show

A former governor at the Federal Reserve, Adriana D. Kugler, repeatedly broke trading rules in 2024, purchasing and selling individual stocks like Apple and Southwest Airlines during blackout periods ahead of policy meetings. Her disclosures show that transactions were carried out by her husband without her knowledge, but she claimed he didn’t intend to violate any rules. The Fed tightened its trading rules in 2022 after several policymakers were found to have traded while supporting the economy during the pandemic. Kugler’s departure from the Fed came at a tumultuous time for the central bank, which was under pressure from President Trump to lower interest rates more aggressively.
