City marshals instructed Carrion to exit after he shouted “Your time’s up” when his allotted 90-second speaking time ran out, referencing the shortened time given to speakers that night. Montalvo questioned the marshals, leading to a physical push from law enforcement before being allowed back in and taking his turn to address the council.
Both men criticized the meeting changes, which reduced public comment meetings from 15 to 10 next year. They said their removal was not going to stop them from attending future meetings but could impact how they feel about it. The incident raised concerns about public safety and sparked a call for a public apology from the Fort Worth Police Department.
