France has raised its flag at its embassy in Damascus for the first time in 12 years, signaling a significant shift in relations with the new Syrian leadership. European Union officials are also establishing contacts with the administration led by Hayat Tahrir al-Sham (HTS) leader Ahmed al-Sharaa.
The move comes nine days after Bashar al-Assad’s ouster as president and marks a gradual easing of ties between Western states and Syria. Despite designating HTS as a terrorist group, France is engaged in diplomatic efforts, with British officials meeting Sharaa on Monday.
Sharaa has called for countries to restore relations and lift sanctions on Syria, stating that this would help refugees return home. His administration has also promised to build a state of law, establish security, and protect minorities.
European Union officials are planning talks with HTS representatives in Damascus, focusing on a transitional process and minority protection. German diplomats are also scheduled to meet with HTS officials, with the goal of exploring diplomatic presence in Damascus.
Syrian Prime Minister Mohammed al-Bashir has stated that his administration is committed to building an inclusive government, citing the principles of Islam as a basis for unity among Syrians. The European Union’s foreign policy chief, Kaja Kallas, has called for sanctions to be eased if the new leadership takes “positive steps” towards establishing an inclusive government and respecting women’s and minority rights.
The United Nations humanitarian coordinator has also expressed optimism about scaling up humanitarian support for Syria, citing a basis for cooperation with Sharaa.
