Affordable Housing Development Planned for Metro Station Area

The City of Santa Monica is moving forward with its plan to transform surface parking lots near the 17th Street/Santa Monica College Metro Station into new residential communities. Four development teams have submitted plans to create approximately 182,000 square feet of housing, with construction potentially starting by 2027.

The proposals range in design and unit count, but all aim to meet Santa Monica’s affordable housing goals. Community Corporation of Santa Monica, for example, plans to build three buildings with 347 residential units, including 156 units for renters earning 30% of Area Median Income (AMI) and 101 units of permanent supportive housing.

Prefabricated modular units are proposed in all four projects to streamline costs and accelerate delivery. The development teams also offer various levels of affordability, including 50% or more of AMI for many units, making the project a significant step towards addressing Santa Monica’s ongoing housing shortage.

Metro officials say this project represents a unique opportunity to combine housing, transit access, and community-serving amenities in an area with extremely limited land availability. The selection process is ongoing, with final plans subject to public review, local permitting, and environmental assessments before construction begins.
