OpenAI has released contract language from its agreement with the Department of Defense, stating that its technology can’t be used for mass domestic surveillance or autonomous weapons. The company claims its deal has more safety guardrails than its rival Anthropic’s and says it will maintain full control over its safety stack.
The US government is also seeking to label Anthropic as a supply chain risk due to its refusal to comply with military terms of use, but OpenAI disagrees, saying it should not be designated as such. CEO Sam Altman has defended the deal, arguing that AI companies must uphold the constitution and not act like they have more power than governments.
OpenAI believes its technology will introduce new risks in the world, but also provide people defending national security with the best tools to do so. The company has faced widespread criticism over its agreement, with some canceling their ChatGPT subscriptions on social media.
