California Governor Signs AI Bills to Combat Election Deepfakes

California Governor Gavin Newsom has signed three bills aimed at combating the misuse of artificial intelligence (AI) in political advertisements. The legislation follows a deepfake video featuring Vice President Kamala Harris, which was shared by Elon Musk on his platform X.

The first bill, Assembly Bill 2355, requires political ads to disclose whether they used generative AI to create or alter materials appearing in the ad. The second bill, AB 2655, holds large online platforms liable for failing to remove or label deceptive election content within 72 hours of receiving a report by a user.

The third bill, AB 2839, prohibits individuals from creating or publishing deceptive content about candidates and election workers made with AI in the 120 days before and 60 days after an election. The measure also allows a judge to order the content to be removed and issue a fine.

These bills are part of California’s effort to regulate AI and protect citizens from misinformation. Last year, Musk shared a deepfake video featuring Harris on his platform X, which reached nearly 140 million views over the summer. Newsom had vowed to pass legislation after this incident and has now signed these bills into law.
