China Accuses US of Fabricating Cyber Threat Actor ‘Volt Typhoon’

China’s National Computer Virus Emergency Response Center (CVERC) has intensified its claim that the US is behind a fabricated cyber threat actor called Volt Typhoon. The agency, in collaboration with other Chinese authorities, accuses the US federal government and its intelligence agencies of conducting cyber espionage against China, France, Germany, Japan, and global internet users.

CVERC claims there’s “ironclad evidence” indicating the US creates false narratives to conceal its own malicious cyber attacks. It says the US has established a global internet surveillance network and accused Western companies like Microsoft and CrowdStrike of giving threat actor groups names with obvious geopolitical overtones.

The agency also denies that China-nexus group Volt Typhoon is responsible for recent high-profile cyberattacks, including zero-day exploitation of a security flaw in Versa Director software. Instead, it says the US military base in Guam has been involved in numerous cyberattacks against China and Southeast Asian countries.

CVERC claims that the US has a toolkit called Marble to confuse attribution efforts and mislead investigators. The agency also accuses the US of relying on its technological advantages to control internet cables for indiscriminate monitoring worldwide.

Despite allegations, more than 50 security experts from the US, Europe, and Asia have expressed concerns about CVERC’s claims. However, Chinese authorities did not name these experts or provide evidence supporting their hypothesis.
