China Calls for Global AI Regulation Amid Tech Rivalry

China’s Premier Li Qiang has urged the global community to build a consensus on artificial intelligence (AI) governance due to security risks in the tech race between Beijing and Washington. The World Artificial Intelligence Conference (WAIC), held in Shanghai, comes as US-China competition intensifies.

Li emphasized the need for balance between AI development and security, calling for “open access” to AI technologies and fair sharing of intelligence. He criticized monopolistic control and warned that restrictions on talent exchange would hinder global benefits from AI.

The WAIC event features over 3,000 tech innovations from more than 800 companies, including Chinese firms Huawei and Alibaba, as well as US-based companies like Tesla, Alphabet, and Amazon. UN Secretary-General Antonio Guterres also highlighted the importance of international cooperation in regulating AI, viewing it as a “defining test” for global partnerships.

Chinese-led efforts aim to promote global AI cooperation and open-source development to avoid AI becoming exclusive to a few countries and enterprises. The move comes as US President Donald Trump’s administration slashed AI regulations, citing national security concerns while restricting exports of high-end chips to China.
