US trade groups from the semiconductor and manufacturing industries have expressed concerns over new export controls on computing chips, which were released without consulting them. The regulations, set to take effect soon, will restrict the sale of high-bandwidth memory to China, a critical ingredient for building advanced AI chips.
The Semiconductor Industry Association (SIA) and SEMI, which represent chip firms and tool manufacturers respectively, complained that the rules were developed without industry consultation or public comment, despite their significant economic and international impact. The SIA accused the Biden administration of imposing stricter controls on high-bandwidth memory, which could harm US companies and cede market share to global competitors.
A source familiar with the expected rules said they may also reverse an earlier interpretation that allowed Lam Research, a company supplying equipment to memory chip makers in China, to bring in more revenue than anticipated.
