Delta Sand & Gravel Co., a local company supplying materials and operating a landfill in Eugene, is seeking permission to more than double its particulate-matter limit due to an underestimation of the amount of pollution produced by its vehicles. The Lane Regional Air Pollution Agency reviewed semiannual reports filed by the company and found that it had misjudged how many miles its trucks could travel on the site’s unpaved roads, leading to an underestimate of particulate matter production.
The agency wants to “right-size” the permit to reflect actual site activity. Under a proposed change, Delta’s permit would increase from 2.3 tons per year to 6.3 tons per year for total particulate matter and 3.3 tons per year for particles smaller than 10 microns. These limits remain below significant-emission thresholds.
The company has filed semiannual reports since 2022 but underestimated the number of miles its vehicles could travel, which in turn understated the amount of pollution produced. The agency’s goal is to ensure that emissions are accurately reported and reflected in permits.
Delta’s landfill generates greenhouse gases, including carbon dioxide, from decomposing organic materials such as stumps and logs. However, the company claims it has worked closely with the agency to ensure accurate reporting of emissions. A public notice and comment period is open until November 17 at 5 p.m., allowing people to submit written comments or attend a public hearing if more than 10 requests are received.
