A security agreement between the US Coast Guard and the ship’s owners allows the crew to stay in Baltimore as material witnesses while an investigation unfolds. This deal makes economic sense for the vessel’s owner, but leaves the crew members themselves without a clear path to return home or maintain their mariner licenses.
