However, the real test came when quarterback Jared Goff’s knee touched the ground while handing off to Montgomery. Some fans thought this might have been a penalty, but fortunately, the officials did not call it. The difference between college football rules and the NFL is that in college, players can be called for being down if their knee touches the ground during a handoff.
