Egypt is preparing an alternative plan to Donald Trump’s proposal for rebuilding the Gaza Strip, which aims to exclude Hamas from governance and control of the territory. The new plan would involve a social or community support committee taking over on an interim basis, with no members from Hamas.
The plan has gained support from Arab states like the UAE and Qatar, who are ready to provide financial funding for reconstruction. However, Israeli endorsement is uncertain due to Hamas’s future military status being unresolved.
European sources admit that providing security guarantees to Israel remains a challenge since no Arab country is willing to offer troops without a clear political horizon for a Palestinian state. An Arab summit in Riyadh on February 27 will discuss the alternative plan and reveal its parts.
Some Arab diplomats have praised the call for Hamas to step down from Gaza’s administration, while others find the Trump plan impractical and morally wrong. The Palestinian Authority has refused to endorse the new plan due to fears it could lead to a permanent division between the West Bank and Gaza.
US Secretary of State Marco Rubio has stated that any plan leaving Hamas in Gaza would be problematic for Israel, implying that the new plan might not resolve the issue either.
