EU Leaders Consider Emergency Clause for Defense Spending

European Commission President Ursula von der Leyen has proposed triggering an emergency clause that would allow countries to increase defense spending substantially without violating EU budget rules. This idea was discussed during a closed-door meeting with national leaders on Monday.
