The European Union is preparing for a scenario in which the conclusions of this week’s summit on Ukraine could be adopted without Hungary’s support. A senior EU official, speaking anonymously, confirmed that there is a disagreement with one EU member state and that 26 states could approve the text on their own.
Hungary’s opposition to the conclusions stems from Budapest’s strategic interests, including an initiative to provide Ukraine with €40 billion in military aid. The European Council’s conclusions previously included support for Ukraine, but Hungary insisted that this reference be removed.
Despite this opposition, EU leaders may adopt the conclusions through a decision by 26 member states, similar to the emergency summit in early March when 26 out of 27 EU countries approved the text without Hungarian signature.
