Finland’s President Alexander Stubb has called on European leaders to remain calm amid US announcements about starting peace talks with Russia over Ukraine. The US has asked its European allies to fill out a questionnaire detailing their ability to deploy troops and capabilities in Ukraine as security guarantees.
Stubb said the Americans’ move is an opportunity for Europeans to prepare, but emphasized that clear security arrangements are needed for Ukraine to be at the negotiating table. He stated that the peace process would have three phases, starting with pre-negotiations to put maximum pressure on Russia, followed by a ceasefire and confidence-building measures.
Stubb urged Europe to focus on providing sustainable security arrangements for Ukraine, rather than worrying about who will be part of the negotiations. However, General Keith Kellogg, Trump’s special envoy for Ukraine and Russia, said earlier that European participation in peace talks was not guaranteed.
