France and New Caledonia have announced a historic agreement that will grant the overseas territory French status while declaring it a new state. The 13-page accord, reached after 10 days of talks, calls for the creation of a “State of New Caledonia” within France’s constitution.
The deal aims to address long-standing tensions between pro-French and pro-independence groups in the archipelago. Residents will be granted a New Caledonian nationality, with the option to also hold French citizenship. The agreement also prioritizes economic recovery after last year’s violent protests, which left 14 dead and estimated losses of €2 billion.
The deal includes measures to promote Kanak autonomy and address concerns about voting rights for long-term residents. After 10 years of living on the islands, they will be eligible to vote. The accord also sets out a framework for an economic recovery pact, including a renewal of nickel processing capabilities.
The agreement still requires parliamentary and referendum approval before being put to New Caledonians in a 2026 referendum. France’s parliament is expected to meet in the fourth quarter to approve the deal.
