The German Cabinet has passed a bill for voluntary military service, aiming to bolster troop recruitment and strengthen defense capabilities. The new model, proposed by Defense Minister Boris Pistorius, is largely based on voluntary service, with no plans to reinstate compulsory duty.
Under the plan, the number of soldiers in service would increase from 180,000 to 260,000 by the early 2030s, meeting NATO’s force targets. Chancellor Friedrich Merz expressed confidence that Germany can achieve these numbers, citing Russia as a major threat to Europe’s security.
The move comes amid rising tensions with Russia and concerns over military recruitment shortfalls. Activists have taken to blocking the entrance to a regional armed forces careers center in Cologne, protesting against the new draft law.
Merz will join French President Emmanuel Macron and Polish Prime Minister Donald Tusk on a visit to Moldova for its independence anniversary, where they will show support for President Maia Sandu’s pro-European government.
