Hamas Offers Truce in Exchange for Hostage Release and Ceasefire

Hamas has expressed its willingness to negotiate a ceasefire in exchange for the release of all remaining hostages, including a one-time prisoner exchange, according to an official from the organization.

A delegation led by Khalil al-Hayya will meet with Egyptian officials in Cairo, aiming to present Hamas’s vision for ending the fighting. However, senior Hamas officials have stated that their group’s weapons are not open to negotiation and some of its leadership is open to disarming.

Hamas commanders believe they are facing pressure from local populations to disarm due to concerns about aid and Arab countries’ willingness to send troops for policing missions in Gaza as long as Hamas remains armed. The group is willing to discuss a truce but rejects laying down arms.

A one-time prisoner exchange for a five-year ceasefire is being considered, with some officials suggesting that this could include expelling leaders like Muhammad Sinwar and Izz ad-Din Haddad from Gaza.

Hamas’s founding charter calls for Israel’s destruction, but the group has previously signaled its willingness to agree on a long-term truce in exchange for ending Israeli occupation. However, Israel’s Deputy Foreign Minister Sharren Haskel downplayed the chances of reaching an agreement unless Hamas meets core demands, including demilitarizing Gaza.

Fifty-nine hostages remain in captivity, with negotiations focused on their release and a ceasefire in Gaza.
