The company may invite a major strategic investor from China to join as a significant member, citing the need to change the membership and structure of the transaction to pass reviews by “all relevant authorities.” This move could please Beijing but draw more scrutiny from the US, following President Donald Trump’s earlier approval of the deal despite concerns over Chinese interference with Panama’s operations.
