Humans to Retain Control of Nuclear Weapons Decisions, Global Summit Agrees

A global summit on artificial intelligence (AI) in the military domain has agreed that humans should retain control over key decisions regarding the use of nuclear weapons. The non-binding declaration was adopted by nearly 100 countries at the Responsible AI in the Military Domain (REAIM) summit in Seoul, South Korea.

The “Blueprint for Action” emphasizes the importance of maintaining human control and involvement for all actions related to nuclear weapon employment. It also stresses that AI capabilities in the military domain must be applied in accordance with applicable national and international law.

The declaration further notes that AI applications should be ethical and human-centric. Militarily, AI is already being used for tasks such as reconnaissance, surveillance, analysis, and potentially even autonomously selecting targets in the future.

Russia was not invited to the summit due to its invasion of Ukraine. The declaration does not outline specific sanctions or punishments for violations. Instead, it acknowledges that there is still a long way to go before states can keep pace with the development of AI in the military domain, emphasizing the need for further discussions and clear policies and procedures.
