The International Criminal Court (ICC) has arrested a senior Libyan official, Khaled Mohamed Ali El Hishri, on allegations of crimes against humanity and war crimes. The arrest was made at the request of the ICC prosecutor and is related to El Hishri’s alleged involvement as one of the top officials at Mitiga Prison in Libya, where thousands were detained for extended periods.
El Hishri is suspected of committing direct or ordering or overseeing murder, torture, rape, and sexual violence allegedly committed between February 2015 and early 2020. The suspect will remain in German custody pending completion of national proceedings as outlined in Article 59 of the Rome Statute.
The ICC has been investigating Libya since 2011, following a UN Security Council resolution. In May 2025, Libya accepted the court’s jurisdiction over its territory from 2011 to 2027. Eight other public arrest warrants are still pending against several individuals accused of involvement in the same situation.
The ICC emphasizes the importance of stronger internal coordination and deeper external cooperation for proceedings to move forward and justice to be delivered for victims. The court expresses gratitude to the German authorities for their strong cooperation, which led to the recent arrest.
