Ken Levine: Judas Emphasizes Player Agency Over BioShock’s Corridor Structure

Ken Levine, the creative director behind Ghost Story Games, recently discussed his upcoming project Judas, which is set to be released in 2025. In a year-end conversation with GamesIndustry.biz, Levine shared his ambitions for Judas and how it differs from his iconic BioShock series.

Levine emphasized that Judas is more reflective of player agency than BioShock, with a focus on responding to player decisions rather than presenting a fixed storyline. He explained that the key to storytelling in Judas lies in recognizing player actions and writing character responses accordingly.

The creative director acknowledged that this approach presents significant challenges, including observing players’ behavior and generating organic-sounding dialogue for characters. Levine also highlighted the limitations of artificial intelligence (AI) in creating convincing narratives, citing its struggles with persistence and potential legal issues with concept art generated by AI-powered tools.

Levine’s goal is to create a game that is highly replayable and encourages player participation. With Judas, he aims to break away from traditional storytelling methods and focus on interactive experiences that respond to players’ actions.

Judas is currently scheduled for release on PlayStation 5, Xbox Series X/S, and PC before March 31, 2025.
