LA Mayor Unveils Plan to Streamline Film Production Amid Runaway Industry

Los Angeles Mayor Karen Bass has signed an executive order aimed at simplifying film and television production in the city, addressing long-standing complaints about bureaucratic red tape. The directive reduces the number of city staff required on set to one person, cuts filming fees at iconic locations like the Griffith Observatory, and shortens insurance review processes.

The move is part of a broader effort to make LA more attractive to filmmakers. Bass emphasized that Hollywood supports middle-class jobs, small businesses, and the local economy, saying her order will “make it easier” for movies, TV shows, and commercials to be filmed in LA.

Industry leaders welcomed the plan, citing difficulties with unemployment and business losses due to a downturn in local production. The executive order also requires city departments to review assets for potential use as film locations and create procedures for nighttime scouting.

State legislators are currently reviewing bills that would amplify California’s film tax credit program, which Gov. Gavin Newsom has proposed doubling from $330 million to $750 million. Bass expressed skepticism about the higher cap, but said she believes the current proposal is an “investment.”
