LCC President Bulger Accused of Violating Open-Meeting Laws

The Lane Community College (LCC) faculty union has accused President Stephanie Bulger of violating state open-meeting laws by holding small group sessions with members of the college’s board of education. The union alleges that these meetings were not “strictly informational” as claimed by Bulger, but rather a way for her to exert control over the board’s agenda.

The LCC administration disputes the charge, saying that none of the sessions between Bulger and the board involved a quorum of board members and therefore would not be considered an official meeting under state law. However, some board members express concern that these smaller gatherings could lead to prohibited “serial communications,” which are defined as using a series of written communications or in-person meetings among a quorum of members for the purpose of deliberating on or deciding a matter.

The issue is part of a larger clash between the LCC administration and the Lane Community College Education Association, the faculty union. The association has accused Bulger of trying to “wrest power away” from the board and has called for her to stop trying to control the agenda.

Bulger has responded by saying that her meetings with the board were “strictly informational” and that she was not acting as an intermediary or sharing information received from individual board members with a quorum of the board. However, some critics have questioned her response, calling it “belittling” and “scolding.”
