Marvel Studios has pulled out of Georgia, shifting its upcoming slate of films, including Spider-Man and Avengers projects, to the United Kingdom due to lower labor costs and comparable tax incentives.
The move comes after years of luring big-budget productions with generous state tax breaks, building what was once known as the “Hollywood of the South.” However, film production spending in Georgia has dropped nearly 50% in just three years, from 412 projects in fiscal 2022 to 245 in the year ending June 2025.
Industry insiders say rising costs in Georgia are largely to blame, with workers being paid less and studios no longer covering health insurance. This shift overseas is expected to have a significant impact on American jobs, particularly in the Atlanta area where Marvel produced nearly two dozen films.
The move is part of a larger trend of productions fleeing the US for cheaper labor markets. The UK has seen an increase in production, with 16% more projects underway this year compared to last. In contrast, film production spending in the US has declined, with 29% fewer productions with budgets over $40 million starting filming.
The collapse of the “Hollywood of the South” is attributed to a combination of factors, including rising costs and labor rates dropping by as much as $17/hr for the same job. Industry insiders describe the situation as an “absolute bloodbath” with no recovery in sight.
President Trump has yet to take direct action on Marvel’s exit from Georgia, but appoints special ambassadors Mel Gibson, Jon Voight, and Sylvester Stallone to help revitalize production in the US.
