The 2025 NFL preseason is underway, with rookies reporting to training camps across the league. However, several second-round draft picks, including Chargers wide receiver Tre Harris, are still unsigned despite having more than 75 days since their draft night.
Harris’s camp claims they are negotiating with the Chargers on a contract deal, but the receiver will not report unless he has a signed agreement. He is one of 30 second-round picks who have not yet inked deals with their teams.
The unusual delay in signings follows two recent unprecedented contracts: Houston Texans quarterback Jayden Higgins and Cleveland Browns center Carson Schwesinger, both fully guaranteed deals worth millions of dollars. These types of deals are rare in the NFL, typically reserved for first-round draft picks and veterans.
Other potential holdouts include Buffalo Bills tight end T.J. Sanders, Miami Dolphins safety Jonah Savaiinaea, Baltimore Ravens linebacker Mike Green, Seattle Seahawks cornerback Elijah Arroyo, and San Francisco 49ers defensive lineman Alfred Collins.
First-round rookie Shemar Stewart of the Cincinnati Bengals and fourth-rounder Jack Kiser of the Jacksonville Jaguars are also still unsigned. Rookie holdouts have become less common since the NFL introduced its wage scale in 2011, with recent examples including Joey Bosa and Roquan Smith.
