Assemblyman Angelo Santabarbara has introduced a bill aimed at giving the State Legislature power to review and potentially reverse recent utility rate hikes approved by the Public Service Commission (PSC). The latest PSC-approved rate hike for National Grid is expected to add approximately $600 annually to the average upstate household’s energy bill.
Currently, the PSC holds exclusive authority to approve rate increases, leaving lawmakers without a formal role once a decision is made. Santabarbara expressed concern over this process, stating that he has heard from families in his district who were unaware of the increase until it was implemented.
The Utility Rate Hike Legislative Review Act would require any PSC-approved utility rate increase to be submitted to the Legislature for a 60-day review period before implementation. During this time, lawmakers could rescind or reduce the increase by concurrent resolution. The bill also mandates that the PSC notify the Governor, legislative leaders, and the public within 24 hours of approving any rate increase.
Santabarbara emphasized the importance of legislative oversight in these decisions, stating, “Utility costs are already a significant burden for New Yorkers. This bill makes sure that when major decisions like this are made, elected representatives have the chance to step in on behalf of the people they serve.” The bill aims to provide greater transparency and accountability in the utility rate hike process, ensuring that New Yorkers know what’s happening and can hold their lawmakers accountable.
