US tech giant OpenAI has submitted its proposal to the US government’s coming “AI Action Plan,” calling for speed and light regulation in AI advancement. The company emphasized the need for a copyright strategy that promotes the freedom to learn and preserving American AI models’ ability to learn from copyrighted material.
OpenAI’s proposal aims to address concerns about the dangers of AI technology, particularly those developed by Chinese startups like DeepSeek. The company warned that the US lead in AI is narrowing due to cheaper rival models.
In its plan, OpenAI recommends a “voluntary partnership between the federal government and the private sector” rather than overly burdensome state laws. It also suggests a faster path for approval of AI tools, which could allow new services to be accessed by the government 12 months earlier than current processes.
However, industry experts have expressed concerns that speedy government adoption of AI comes at the potential expense of safety and effectiveness. OpenAI’s proposal highlights its own efforts to develop AI for national security use, including releasing a product specifically designed for US government use in January.
The company is also considering building data center campuses in 16 states with “real interest” in the project. With a reported $40 billion investment from SoftBank at a $260 billion valuation, OpenAI’s position is precarious due to President Trump’s stance on AI development and regulation.
