The meeting comes amid growing concerns from European allies, Canada, and even Russia about President Donald Trump’s intentions towards the North Atlantic Treaty Organization (NATO).

Trump’s recent comments and actions have raised alarm bells, including his new tariffs targeting European friends and foes alike. The executive order issued last week establishes a 10% minimum tariff on all imports, further fueling uncertainty.

Defense Secretary Pete Hegseth previously warned that US security priorities lie elsewhere, in Asia and along its own borders, leaving Europeans waiting to learn about potential military drawdowns in the region.

In response, European governments are working on “burden shifting” plans to take over more of the security load, while ensuring no security vacuum is created if US troops and equipment are withdrawn. They hope to hear from Rubio what Trump’s administration intends, aiming for a roadmap outlining future plans and timelines.

Newly confirmed US Ambassador to NATO Matt Whitaker expressed confidence in the alliance’s strength under Trump’s leadership, stating that a robust NATO can continue to serve as a bedrock of peace and prosperity. However, he also emphasized the importance of every ally doing their fair share and asserted the US commitment to NATO’s collective security guarantee.

Whitaker’s brief will focus on encouraging Europe to lead on “peace, security, and rebuilding Ukraine,” while also highlighting the need for allies to take threats from China seriously.
