Rubio on USAID and Foreign Policy: Reform or Revamp?

US Secretary of State Marco Rubio expressed his hope for a partnership between the US and Panama in managing the Panama Canal, which he fears could be exploited by foreign powers like China.

Rubio stated that there’s an option to resolve the issue without taking direct control of the canal. However, he emphasized the need for effective American oversight.

As the head of USAID, Rubio faced criticism from Elon Musk, who labeled the agency as a “criminal organization” and called for its demise. Rubio disagrees with this assessment, citing the agency’s evolution into an entity that operates independently of US interests.

Rubio acknowledged that reforming USAID is essential but noted that the current state of affairs, characterized by rank insubordination and a lack of cooperation, requires drastic action. The administration plans to reform the agency through similar processes as those at the State Department.

Despite concerns about foreign aid, Rubio emphasized that some programs through USAID remain vital and should continue under different oversight mechanisms.

Rubio downplayed fears of China filling the vacuum left by US aid pauses, suggesting that the US would only fund initiatives in line with its national interests. The tariffs imposed on Canada will impact economic relations with neighboring countries but won’t fundamentally alter their relationship.

Regarding Venezuela, Rubio expressed skepticism about recognizing Maduro as the legitimate leader, citing his release of American hostages as a positive step. However, he remained firm in his stance against the regime, emphasizing that leaders like Maduro respect Donald Trump’s actions.

Rubio reaffirmed the need for maximum pressure on Iran to stop pursuing nuclear ambitions. He also stated that US diplomatic efforts will focus on pushing back against hostile regimes, rather than visiting them until they reform.
