The deal combines three funding measures into one package, reopening the government through January 30. However, it does not extend Affordable Care Act subsidies, which would cause health insurance premiums to skyrocket for millions of Americans. Senate Majority Leader John Thune has committed to holding a separate vote on legislation to extend the subsidies by mid-December. Despite this, many House Democrats demand that Republicans agree to extend the subsidies before they agree to reopen the government.
