Senate Republicans Secure Bipartisan Breakthrough on Shutdown

Senate Republicans successfully ended the government shutdown with bipartisan support, thanks in part to a late twist by Senator Tim Kaine (D-Va.). The Virginia Democrat initially demanded a “moratorium on mischief” from the Trump administration, including reversing recent firings and protecting federal workers. Despite some initial resistance, Kaine ultimately secured his vote, along with eight other Democrats, after negotiations led to a compromise on a bill ensuring rehiring of laid-off federal employees and blocking future reductions in force.

The shutdown deal marked a significant shift for Republicans, who had refused to negotiate over expiring health insurance subsidies. However, Senators Jeanne Shaheen (D-NH), Angus King (I-ME), and Maggie Hassan (D-NH) worked behind the scenes with Republicans, including Susan Collins (R-ME) and Katie Britt (R-AL), to secure a breakthrough.

The agreement included three full-year spending bills, money for veterans programs, food aid, and agencies, as well as guarantees back pay for furloughed employees. The White House played a crucial role in facilitating the negotiations, with Vice President Mike Pence’s office staying open late to ensure communication between lawmakers.

Despite initial skepticism from some Democrats, including Minority Leader Chuck Schumer, the deal ultimately won over most members of the Senate Democratic caucus. Collins praised the bipartisan effort, saying “we can produce results that are needed,” as senators worked tirelessly to reach a compromise.
