USPS has lifted its quick pause on packages from China, but shoppers awaiting deliveries from retailers like Shein and Temu may still face impacts. President Trump signed executive orders implementing tariffs on Mexico, Canada, and China, which halted a trade exemption allowing low-value packages to arrive duty-free.
The de minimis exemption, a trade loophole under the Tariff Act of 1930, allowed for duty-free low-value goods from countries like China and Hong Kong. Shein and Temu, which receive nearly half of all packages with this exemption, may see higher prices and longer shipping speeds as a result.
USPS will continue accepting packages, but experts warn that Temu and Shein customers could face increased costs. The 10% tariff on Chinese goods went into effect Tuesday morning, with China also imposing targeted tariffs on US coal, crude oil, farm equipment, and some cars.
