The Global Citizen Solutions’ 2025 Global Retirement Report ranked 44 passive income and retirement visa programs. Here are the top 10 countries to retire abroad in 2025.

Portugal tops the list with a score of 92.61, offering non-EU citizens the D7 visa, which requires a minimum income of €870 per month. After five years, residents can apply for permanent residency or citizenship. Portugal has no wealth and inheritance tax for close family members, making it an attractive option.

At number two is Mauritius with a score of 89.24. The country offers a reliable procedure, fast and transparent, as well as high-quality life standards. Retired non-citizens over 50 can get a 10-year residence permit if they have a monthly income of $2,000 or $24,000 per year.

Other top countries to retire abroad include Spain, Uruguay, Austria, Italy, Slovenia, Malta, Latvia, and Chile. Each country has its unique features and requirements, but all share the goal of providing a comfortable and secure retirement lifestyle.
