Trump Nominates New IRS Commissioner Amid Social Security Overhaul

The US government has appointed John Bisignano as the new Acting Commissioner of the Internal Revenue Service (IRS), making him the seventh leader for the agency since President Donald Trump’s second term began.

Bisignano, 66, is a former CEO of financial services firms Fiserv and First Data, and chief operating officer of JPMorgan Chase. He was previously appointed to lead the Social Security Administration after it faced criticism over its customer service.

Trump has gone through six IRS leaders since returning to the White House in January due to high employee turnover and disputes among top officials.

Bisignano is expected to handle “all day-to-day IRS operations,” with acting commissioner Nathan Bessent remaining in his role, according to a statement from the IRS. Bissignano’s appointment comes amid ongoing reforms of both the IRS and Social Security Administration.

The IRS oversight board has been inactive for years due to lack of quorum, which is required by law for changes in senior leadership. Critics argue that managing two critical agencies simultaneously poses significant challenges, particularly during high-stress periods like tax season.
