President Donald Trump has signed an executive order aimed at ending politicized debanking practices that unfairly restrict access to financial services based on a person’s or business’s political views, affiliations, or religious beliefs.
The order, which was issued on August 7, 2025, directs federal banking regulators to remove language that could lead to debanking and encourages them to develop new guidance documents that promote fair lending practices. The SBA must also ensure that financial institutions subject to its jurisdiction make reasonable efforts to reinstate clients denied service through a politicized or unlawful debanking action.
The executive order also establishes a comprehensive strategy to combat debanking activities, including the development of legislative or regulatory options to eliminate such practices. Federal banking regulators will review their supervisory and complaint data to identify financial institutions that have engaged in unlawful debanking on the basis of religion and refer such matters to the Attorney General if necessary.
The move comes after recent criticism of banks’ treatment of conservatives and those with conservative views, particularly following the events at the US Capitol on January 6, 2021. The order aims to promote a free society where banking services are based on material, measurable, and justifiable risks rather than political affiliations or religious beliefs.
